Blueprint development compliance is now often a project 'first review' requirement and AB32 and SB375 issues are expected to be addressed along with CEQA compliance. Tom Cosgrove played a significant role in developing the Sacramento Area Council of Governments (SACOG) Blueprint guidelines and participated in developing CEQA relief elements of SB375. TCC is available to assist jurisdictions in forming Blueprint planning efforts and to provide guidance on SB375 issues.
